Conflicting interests, egos and competition for money sank a four-year effort that drew a broad coalition of supporters to design a place where police and first-responders could drop off people high on drugs or alcohol for immediate help and connections to longer-term treatment.

The agreement dismisses the city from about half of the settlement’s demands.

The proposal will go to the City Council Wednesday. The U.S. Department of Justice expects to make a motion in court to adopt the changes, and then U.S. District Judge Michael H. Simon will schedule a hearing on whether the changes are fair, reasonable and adequate.

“While the release of certain pretrial defendants into the community may cause legitimate concern about community safety, that theoretical fear does not mean that we should suspend the Constitution as our response,” U.S. District Judge Michael J. McShane ruled Thursday.
